Legislative Matters Committee · Meeting of October 28, 2026
Somerville's Legislative Matters Committee voted 4-1 to send an amended ethical procurement ordinance to the full City Council, despite the city's own lawyers warning it likely would not survive a legal challenge. City Solicitor Amara said the measure, which would bar contracts with companies tied to genocide, apartheid or unlawful occupation, "will not survive" if challenged, citing federal preemption. Councilor Strezzo cast the lone "no" vote, calling the ordinance "discriminatory," while Councilor Mbaugh argued "this is a very modest ordinance." The panel separately voted 5-0 to tighten proof-of-residency documents required of short-term rental hosts, and voted 4-0, with one recusal, to amend the city's pay-to-play ordinance after two pending grants ran into contribution-limit problems.
Director of Purchasing Allen told the committee she had "not determined" whether she could implement the divestment ordinance while meeting state procurement law.
